Any responsible source who believes it is capable of meeting the requirement may submit a capability statement. Companies that can provide an equal item must submit their technical capabilities to include complete and detailed specifications. This information will be reviewed by the Governnent technical representative for consideration for future requirements. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. USDA Forest Service intends to award on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements; for the procurement of CodeBaby Studio 4 3D Animated Character development software. This software supports the effective redesign of human resources by leveraging technology to ensure the proficiency of employees. The Government intends to solicit and award a sole source contract for this requirement. The suggested contractor is Code Baby Corp., 111 S Tejon St., Ste 204, Colorado Springs, CO 80903 The contractor shall have technical expertise in order to fulfill the requirements of this contract. The contractor shall have: knowledge related to createand deploy realistic 3D charactersinto our elearning applications. Note: This procurement is sole source, therefore no solicitation or drawings are available.
