PART I – COMBINED SYNOPSIS/SOLICITATION Solicitation #1029876 HVAC MAINTENANCE AND SERVICE INDEFINITE DEIVERY INDEFINITE QUANTITY (IDIQ) CONTRACT AT CURLEW JOB CORPS CENTER, 3 CAMPUS STREET, CURLEW, WASHINGTON 99118 PERIOD OF PERFORMANCE: June 21, 2021 through June 20, 2022 with four (4) one (1) year option periods. 1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2) This combined synopsis/solicitation is issued as a Request for Quotation (RFQ), number 1029876. 3) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-5 dated March 10, 2021. 4) This acquisition is solicited as a total Small Business Set-aside under NAICS Code 238220 with a small business size standard of $16.5. 5) See the attached Schedule of Supplies or Services for line item numbers and items, quantities, and units of measure, including option years. The attached bid schedule shall be used to develop and submit price proposals. 6) Basic description of this acquisition and resulting contract is to provide all supervision, labor, management, supplies, materials, and equipment (except as otherwise specified in the Performance Work Statement) necessary to perform work required for the operation and routine maintenance and emergency services of the Heating, Ventilation, Air Conditioning, Cooling (HVAC) systems at the Curlew Job Corps Center in accordance with the specifications and provisions contained herein. See Part III “Contract Documents and Attachments” of this RFQ for a full description of the requirements. 7) One single award shall be made against this acquisition as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The period of performance for this IDIQ contract shall run June 21, 2021 through June 20, 2022 with four (4) one (1) year option periods. Funds shall be obligated against separate task orders rather than one the base award of the IDIQ. Work shall be performed at the Curlew Job Corps Center, 3 Campus Street, Curlew, WA 99118. 8) Federal Acquisition Regulation (FAR) provisions 52.212-1, Instructions to Offerors-Commercial; and 52.212-2, Evaluation-Commercial Items applies to this acquisition and are included in Part III of this RFQ. See FAR Provision 52.212-2 in Part III of this RFQ for a list of “go/no go” factors offerors must address to be considered responsive. 9) Also to be considered responsive, all offerors shall have and maintain an ACTIVE registration in the System for Acquisition Management (SAM), to include completion of FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items. As a part of the submission package, all offerors shall certify they hold an ACTIVE registration in SAM.
