The intent of this notice is to solicit and award a sole source Firm Fixed-Price contract pursuant to authority granted under 41 U.S.C 3304(a)(1), and Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The General Services Administration, Public Building Services, HOTD and Planning Division intends to solicit and award a sole source Firm Fixed-Price contract for extended warranty/preventative maintenance services on a cogeneration system (Solar Taurus 60 T7301 equipment) in order to maintain the warranty to a large business; Solar Turbines Inc., 2200 Pacific Highway, San Diego, CA 92101. This procurement shall be made under North American Industrial Classification Systems (NAICS) Code: 811219 – Other Electronic and Precision Equipment Repair and Maintenance. The size standard is $20.5M. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). This is a notice of intent to award a sole source award to Solar Turbines Inc. In accordance with Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The General Services Administration (GSA), Central Heating & Refrigeration Plant (CHRP), Heating Operation and Transmission Division (HOTD), requires extended warranty/preventative maintenance services for the existing GSA owned and operated Cogeneration system. GSA intends to enter a firm-fixed price contract with Solar Turbines, the original equipment manufacturer (OEM). HOTD completed the chilled water expansion/cogeneration project in December 2004. This $69 million project installed eight chillers and a cogeneration system in HOTD's Central Plant. As a result, GSA continues to need to service this system each year through an extended warranty/preventative maintenance contract as Solar Turbines Inc., is the sole manufacturer, installer, and service provider. Additionally, Solar Turbines is the only responsible contractor with the ability to provide repairs and upgrades without invalidating the system's current warranty. This Intent to Sole Source Notice is being issued by the General Services Administration (GSA), National Capital Region Extended Warranty Agreement of Cogeneration System / Central Heating & Refrigeration Plant – Heating Operations & Transmission Division (HOTD). The place of performance will be Central Heating & Refrigeration Plant - Heating Operations & Transmission Division (HOTD), located at 13th & C Street, SW, Washington, DC 20407. The requirement is to provide the necessary, management, equipment, labor, mobilizations, supplies and supervision to perform extended warranty/preventive maintenance to the cogeneration system, mainly consisting of two Solar Taurus gas turbines, two generators and associated equipment at HOTD. Contractor shall provide HOTD’s operational goals to operate these systems with 99% reliability/availability, best possible fuel efficiency and planned downtime. All firms and prime contractors doing business with the Federal Government shall be registered in the System for Award Management (SAM) database at www.sam.gov prior to proposal submission.
