This serves as a “Notice of Intent” to purchase open market software maintenance for existing software licenses . This Notice is SUBJECT TO THE AVAILABILITY OF FY 2007 FUNDS pursuant to FAR Clause 52.232-18. This notice does not obligate funds. The Government intends to purchase open market Hardware maintenance services under a GSA Schedule task order for mainframe hosting services: The General Services Administration (GSA) Federal Acquisition Service (FAS) Office of the Chief Information Officer (OCIO) has the responsibility of providing the information technology required to support its business lines. For decades, a key component in the development of these systems has been based the Unisys ClearPath Enterprise Server platform. A redundant pair of these mainframe computers are located in Eagan, MN and Salt Lake City UT. Six of seven OMB-300 “majors” run on the ClearPath computers, and the majority of all computing FAS undertakes is served by them. In February 2002 a competitive procurement under GSA Schedule 70 (in accordance with FAR 8.4) was awarded to Unisys under the GSA Blanket Purchase Agreement (entitled, “GSAS) for the purchase and installation of the ClearPath mainframe technology. Unisys was the one of the competitive solutions considered and recommended by the technical evaluation team. It was also considered the reasonable and acceptable solution based on price. The following software maintenance subscriptions are part of an integrated configuration within the current mainframe operating environment and are not available on GSA Schedule. The open market maintenance items listed below are embedded within the existing application infrastructure and are needed to successfully operate the mainframes: Third Party Software Maintenance Open/A ODBC - 400 Connections R4344-90 No 1 $15,934.72 Open/A JDBC - 60 Connections R4344-92 No 1 $11,866.43 Open/A Client Software - 400 user license, ODBC R4344-96 No 1 $- Secure FTP-Asgard SFTPMAINT No 2 $6,254.30 Open/A for JAVA, JDBC - 30 User license, JDBC R4620-29 No 2 $- BL/Lib Tape Library Management R4602-46 No 1 $11,361.27 BL/Pack R4602-47 No 1 $15,497.19 BL/Dist R4602-48 No 1 $16,976.99 File Inquiry and Reporting –EZSPEC/DARGAL R4602-50 No 1 Incl EZSPEC/DARGAL Level 4 R4602-51 No 1 Incl EZSPEC/DARGAL Level 4 Microextend R4602-52 No 1 Incl EZSPEC/DARGAL Update Module R4602-53 No 1 Incl Universal Report Specifying Application (URSA) R4602-54 No 1 $28,986.57 MCP Capacity Power Agent R4622-04 No 1 $5,502.26 Viewpoint Performance Analyzer Package R4602-55 No 1 $5,502.26 Viewpoint COMS Lib and T/L Module R4602-56 No 1 $2,751.13 Viewpoint DMSII Module R4602-57 No 1 $2,751.13 Viewpoint TCPIP Module R4602-02 No 1 $2,751.13 Sightline Expert Advisor/ Vision ( 1st copy) R4622-05 No 1 $7,205.34 Sightline Expert Advisor/ Vision ( 2 nd copy) R4622-06 No 1 $3,602.67 Sightline Expert Advisor/ Vision ( 3 + copies) R4622-07 No 1 $3,088.00 $- Safe & Secure Software R4612-46 No 1 $7,561.57 Pathvu R4602-81 No 1 $4,678.79 Subtotal Third Party Software Maintenance $152,271.75 Third Party Software Maintenance Secure FTP-Asgard for GSAB and FSSBackupC SFTPMAINT No 2 $- Open/A for JAVA, ODBC - unlimited User licenses R4617-81 No 1 $7,859.02 Open/A for JAVA, JDBC - unlimited User licenses R4617-82 No 0 $6,481.26 BL/Library Remote (FSSBACKUPC) R4602-46 No 1 $7,541.04 BL/Pack R4602-47 No 1 $12,202.28 BL/Dist R4602-48 No 1 $13,367.30 BL/Pack Remote (FSSBACKUPC) R4602-48 No 1 $8,055.71 CHECK-OUT R4602-76 No 1 $- Universal Report Specifying Application (URSA) R4602-54 No 1 $28,986.57 File Inquiry and Reporting –EZSPEC/DARGAL R4602-50 No 1 Incl EZSPEC/DARGAL Level 4 R4602-51 No 1 Incl EZSPEC/DARGAL Level 4 Microextend R4602-52 No 1 Incl MCP Capacity Power Agent R4622-04 No 1 $3,537.17 EZSPEC/DARGAL Update Module R4602-53 No 1 Incl Viewpoint Performance Analyzer Package R4602-55 No 1 $3,537.17 Viewpoint COMS Lib and T/L Module R4602-56 No 1 $1,768.58 Viewpoint DMSII Module R4602-57 No 1 $1,768.58 Viewpoint TCPIP Module R4620-02 No 1 $1,768.58 Safe & Secure Software R4612-45 No 1 $7,561.57 Pathvu R4602-81 No 1 $4,678.79 Subtotal Third Party Software Maintenance $109,113.62 Software maintenance is a necessary requirement to maintain complex technology systems. The items are a essential components embedded within an overall mainframe environment that is purchased off GSA Schedule. The Government is not able to isolate these items and purchase them separately, as it would cause undue burden and risk of disruption of required 24x7 operations. Therefore it is in the Government’s best interest to incorporate the cost of the maintenance services in the total order.
