Request for Information: Analysis Tool Integration with the National Cancer Institute (NCI) Genomic Data Commons (GDC)

This Special Notice is not a formal Invitation for Bid (IFB), Request for Proposal (RFP), Request for Quotation (RFQ) nor any type of Solicitation for offers. In accordance with FAR 15.201(d), this Special Notice is intended FOR INFORMATIONAL PURPOSES ONLY in order to publicize the requirements of the Frederick National Laboratory for Cancer Research (FNLCR). The FNLCR is a Government-Owned Contractor-Operated Federally Funded Research and Development Center (FFRDC) located at Fort Detrick, Maryland. The FNLCR partners with university, Government, and corporate scientists to speed the translation of laboratory research into new diagnostic tests and treatments for cancer and AIDS. FNLCR is a multi-program laboratory currently operated by Leidos Biomedical Research, Inc. (Leidos Biomed) for the National Cancer Institute (NCI) under Prime Contract No. 75N91019D00024, which provides Operations and Technical Support (OTS) for the FNLCR. The Government assumes no liability for reimbursement for any effort or associated costs to respond, nor for any information provided as a result of this Special Notice as no information is being requested. Please be advised that any submissions provided, despite that no information is requested, become Government property and will not be returned, nor will there be any ensuing discussions or debriefings. Responses submitted to this Special Notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor this site and any sites referenced herein for additional information pertaining to business opportunities with the FNLCR, if any. This Request for Information (RFI) is for INFORMATION PURPOSES ONLY and SHALL NOT be construed as a solicitation or as an obligation on the part of Leidos Biomedical Research, Inc. (Leidos Biomed). The National Cancer Institute (NCI) Center for Cancer Genomics (CCG) has requested services of Leidos Biomed to initiate management and execution of the NCI Genomic Data Commons (GDC). Leidos Biomed is issuing this RFI as a means for conducting market research to identify potential organizations who can provide services to the GDC for achieving future goals as described in the subsections that follow. Based on responses, Leidos Biomed may issue a formal Solicitation. Leidos Biomed is seeking organizations who have existing tools supporting the analysis of genomic and other data from cancer research studies that can be integrated with the GDC. Organizations who have developed analysis tools are encouraged to submit a response identifying tools that can be integrated with the GDC. Examples of the types of analysis tools include but are not limited to: • Mutation Analysis – DNA and chromosome aberration analysis, Mutation frequency graphs, Copy Number Visualization, Co-occurrence plots • RNA Expression Analysis – Differential expression analysis, Alternative splicing, Alternative isoform analysis, single cell RNA-Seq analysis • Regulatory Element Exploration - RNA expression profiles for gene regulatory elements, miRNA analysis, methylation data visualization, functional enrichment • Longitudinal Data Visualization - Clinical, diagnostic images, genomic data on a time continuum, Patient treatments and outcomes over time, Variation and expression plots in relation to time of other events • Integrative Analysis - Correlation plots (e.g. Gene Expression vs. Copy Number), Circos plots, Network/pathway analysis To obtain a copy of the fully RFI please contact Maureen Wilson, Senior Subcontracts Administrator, at [email protected]
