United States Department of Transportation?s (DOT) National Highway Traffic Safety Administration (NHTSA) intends to award a single, Firm Fixed Price Contract, the Period of Performance is 60 months after award to Claritas Inc for the renewal of Annual Site Licenses for Proprietary Software and Databases. This requirement is a non-competitive acquisition and no solicitation is available. The proposed acquisition is for Proprietary Software and Database for Market Segmentation in which the Government intends to solicit and negotiate with Claritas Inc, the only source, in accordance with FAR 6.302.1. The licenses include proprietary mapping software which allows NHTSA to translate data to maps which range in detail from zip code level to the entire country. The PRIZM/NE database is composed of 66 lifestyle clusters which can be used to identify, categorize, or locate (by zip code, block, or tract) types of people who own particular types of vehicles ? for example, Sport Utility Vehicles, pickup trucks, used automobiles; people who commute in car pools, drive alone, walk to work, take public transportation. Other specific research directly related to NHTSA?s programs includes determining the characteristics of motorcycle riders, part time users of safety belts, people who have cell phones in their cars -- where they live, how to reach them with safety messages.
