J--Notice of Sole Sourcing to BAE Systems for dry-docking of vessels in the bay area.

The Department of Transportation, Maritime Administration, Division of Pacific Operations San Francisco, intends to negotiate a multiyear Indefinite Delivery Indefinite Quantity contract on a sole source basis for commercial dry-dock services with BAE Systems San Francisco Ship Repair Inc., Foot of 20th Street, Pier 70, San Francisco CA 94107. Contract will be for the towing from the Suisun Bay Reserve Fleet to the drydock, the dry-docking, removal of marine growth from underwater hull surfaces and preparation of vessels for open ocean tow to a ship dismantling facility outside the Bay area. Services may also include removal of exfoliating paint from topside and freeboard hull surfaces of selected Non-Retention Vessels. Due to geographic proximity and legal constraints BAE Systems is the only source that can provide these services because it is the only dry-docking facility in the San Francisco Bay area capable of handling the vessels. This announcement is in accordance with FAR 5.203.
