Notice of Intent to Award a Sole Source to Open Text for the Renewal of Vignette Software Support and Maintenance

It is the intent of the U.S. Department of Transportation, Pipeline and Hazardous Materials Safety Administration (PHMSA), Office of Acquisition Services to negotiate with one source, Open Text Corporation under the authority of U.S.C. 253(c)(1) as set forth in FAR 6.302-1, to procure the annual support and maintenance for Vignette Content Management software. This award will be made using simplified acquisition procedures. Interested parties may identify their interest and capability to respond to this requirement. However, this notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
