Notice of Intent to Award The U.S. Department of Energy (DOE), Consolidated Service Center (CSC) intends to award a sole source contract to PatSnap UK) Ltd. The anticipated period of performance for this contract will be for a one-year license. The licensing agreement is anticipated to run from October 1st, 2021 through September 30th, 2022. In accordance with FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies or services will satisfy agency requirements. The government intends to award one base year and oneoption year. Background: The DOE’s Patent Council identifies potential licensing and collaboration partners around the globe for existing intellectual property (IP) developments, as well as assess the potential commercial appeal of contemplated patent filings. The PatSnap platform promotes detailed analyses on the patentability of an idea, better understanding of global players working in various technology areas quickly and efficiently; benchmark, validate and evaluate intellectual property portfolios of universities, companies and collaborators; graphically understand the infringement potential of current and future intellectual property pipeline; and minimizes spending on patent portfolios that are not likely to be commercially viable (e.g., unlikely to be licensed) by making smarter and earlier decisions to abandon applications at key deadlines. PatSnap (UK) Ltd is uniquely qualified to provide this service. It is imperative that the historical knowledge and expertise gained by the Patent Council through the use of this very unique software platform be uninterrupted. Award to any other source would result in unacceptable delays as employees would be required to learn a new software system based on different data points and would result in duplication of costs that would not be recovered through competition. These delays will negatively impact the progress of currently ongoing projects. THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. That notwithstanding, any vendor who believes it is capable of meeting the DOE CSC requirement as stated herein may submit a response, which will be considered if received by August 27th, 2021 by 2pm EST. A determination not to compete the proposed requirement based upon the responses to this sole source notice is solely within the government’s discretion.
