It is the intend of the Western Area Power Administration, Upper Great Plains Region, to issue an order on a noncompetitive basis to Quality Training Systems of Chicago, Illinois. Quality Training Systems shall provide proprietary software and services. As the manufacturer of the software, no other souce is available to meet the needs of Western Area Power Administration for this requirement. This is not a request for competitive proposal/quotes. Any vendor that believes it can provide the stated prodict may submit supporting documents demonstrating capability and past performance. Responses received will be used for future acquisitions.
