This Justification for An Exception to Fair Opportunity (JEFO) only applies to vendors under the GWAC NASA SEWP V Small Business Contractors; Groups B HUBZone, B_SDVOSB C & D. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. In accordance with FAR 16.505 (a)(4), the justification and approval for an exception to fair opportunity is being posted as a Special Notice for an Order in support of the Return Review Program Legacy Components (RRPLC).
