SPECIAL NOTICE TO SOLE SOURCE: Agency: Internal Revenue Service (IRS) POC: Roger Arellano | email: [email protected] Carlos Kinsman | [email protected] For: IRS Office of Information Technology Acquisition (OITA) The IRS Office of Information Technology Acquisition (OITA); TIER 2/3 Branch, intends to negotiate a sole-source acquisition in accordance with FAR 6.302-1 with Executive Information Systems, LLC. (EIS); for 2,568 licenses/cores of Statistical Analysis System (SAS) Fraud Framework for Tax. Maintenance shall include but not be limited to upgrades, bug fixes, and technical support. The period of performance for this requirement is 11/01/2022 through 10/31/2023. No solicitation package will be issued. This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 11:00 am, EST on October 28, 2022. Responses shall be submitted to Roger Arellano | email: [email protected] and Carlos Kinsman | [email protected] Responses shall include, at a minimum, the following information: The name of your company; Company SAM Unique Entity ID (UEI) Number and CAGE Code; Point of Contact, and secondary contact, information; The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and, A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the products mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer.
