SPAWARSYSCEN Atlantic intends to negotiate a sole source contract in theestimated amount of less than $400,000.00 to Rohde & Schwarz, 302 SentinelDrive, Suite 105, Annapolis Junction, MD 20701-1052. The purpose of thiscontract is to provide one HF-System (2x 1kW HF-Tx/Rx + 1x VLF-HF-Rx), Up-gradeNSC. In addition to the above the required Rohde & Schwarz HF equipment can bemonitored and operated by means of an RS-422 interface. The basebandcommunications switch contains software that was specifically written tointerface with the required Rohde & Schwarz HF equipment over the RS-422interface. No other manufacturer's equipment can interface with the existingbaseband switch. The only current manufacturer of single channel HF narrowbandequipment is Rohde & Schwarz. The customer cannot support wideband HFequipment as there is no physical space to install wideband antennas. WidebandHF antennas take up much more space than narrowband HF antennas. The HFequipment also supports Automated Link Establishment (ALE) and can operate onLink 11, both of which are the customers operational requirements. Alldocumentation, training programs and support structure and mechanism istailored around the Rohde & Schwarz HF equipment. Any other equipment wouldrequire a total overhaul of the entire support, training and documentationprogram for the customer.
