Request for Information for Accurate Low Cost Inertial Navigation Improvement (ALCINI)

The US Navy is conducting a Request for Information to determine availabilityof Foreign Comparative Test (FCT) Commercial Off the Shelf (COTS) low cost Inertial Navigation Sensor (INS) that provide higher weapons systems accuracy and availability than legacy U.S. Navy fielded units. The requirements for the INS include, but are not limited to, the following: - Fiber Optic Gyroscope (FOG) Technology - Strap-down (non-indexed) operation - Alignment time in 25 mins or less - Heading output equal to or less than 0.01 degrees times secant (Lat) rms when aided and 0.02 degrees times secant (Lat) rms without aiding from an external reference source - Roll & Pitch output of 0.01 degrees rms (with or without aiding) - Autonomous rejection of erroneous input data - Sensor & system level diagnostics - Weigh less than 60 lbs This test and evaluation will attempt to fill a gap that currently exists with the performance of existing INS. The proposed technology is expected to: 1) improve some critical navigation parameters, namely velocity and attitude; 2) reduce operation and maintenance costs; and 3) deliver a more mission-critical and technologically superior product to the warfighter. Expected benefits include the mitigation of significant performance issues with supporting weapons system requirements and Total Ownership Cost (TOC) of legacy INS. All information received will be treated as public knowledge; therefore, vendors should not submit proprietary information in response to this RFI. Specific information sought includes: 1. Company name and address 2. Whether the company is a manufacturer or distributor 3. Point of contact, telephone, fax and email address 4. Brief product description, specifically citing INS performance criteria based on the requirements specified above. 5. Additional product information such as reliability, maintainability, durability, environmental limits, past EQT accomplished. 6. Cost information such as expected per unit cost in single quantity or multiple quantities, any GSA schedule cost, replacement parts, accessory options, and available warranties. 7. Identification of and information on military or commercial ships currently using the INS. The submitted information will be evaluated for potential consideration in planning future INS assessments. If a future INS assessment on this type of equipment is executed, the equipment selection will be based on a number of factors, including technical capability and cost.
