Contract Modificaiton to ELCAN for Medium Range Thermal Bi-ocular (MRTB) Application Program Set (APS).

M67854-10-R-1076 The United States Marine Corps (USMC), Marine Corps Systems Command (MARCORSYSCOM), PG-13 Infantry Weapons Systems (IWS) Optics and Non-Lethal Systems (ONS) intends to procure on a sole source basis a Firm-Fixed-Price (FFP) contract modification to ELCAN Optical Technologies of 1610 North Plano Road Richardson, Texas 75801-1913, for procurement of up to thirty-two (32) AN/USM-717 Virtual Instrument Portable Equipment Repair/Tester (VIPER/T) AN/PAS-28 Medium Range Thermal Bi-ocular (MRTB) Application Program Set (APS). The reason justifying other than full and open competition is that ELCAN Optical Technologies produces the only system capable of meeting the requirement with the specific proprietary software, hardware, and interfaces required. This action is based on 10 of U.S.C. 2304(d)(1)(B) and pursuant to Federal Acquisition Regulation (FAR) 6.302.1(B)(1)(i), in that the agency's minimum needs can only be satisfied by unique supplies or services available from only one source or only one supplier with unique capabilities. ELCAN Optical Technologies is the original equipment manufacturer and the vendor of the AN/PAS-28 MRTB. The MRTB APS will allow the Government to organically troubleshoot, diagnose, repair, and maintain the AN/PAS-28 MRTB systems at the Field Level, by fielding the capability to select Intermediate Maintenance Activities (IMA) geographically located in support of Marine Forces (MARFORs), both CONUS and OCONUS, which best meets the Government's needs and current mission requirements. It is essential that the Government uses the original equipment manufacturer to purchase the systems and incorporate the variant needed. ELCAN Optical Technologies has the proprietary rights to the AN/PAS-28 MRTB and can incorporate the required software and interfaces to the MRTB APS. ELCAN Optical Technologies is the only source that can meet the Government's requirement in quality and time. This announcement is not a request for competitive quotations.
