Sole Source Contract for a Commercial Purchase of Construction Estimators and Square Foot Estimators Software

Naval Facilities Engineering Command (NAVFAC) Atlantic intends to award a sole source contract for a commercial purchase of construction estimators and square foot estimators software to the R S Means Company. Only a limited number of responsible sources are able to provide the type of product that will satisfy the agency requirements. This product is considered as a major system consisted of highly specialized equipment, therefore, substantial duplication will not be considered. This sole source acquisition meets the conditions of FAR 6.302-1(a)(ii) and is not a request for competitive quotes; however, all interested parties who believe they can meet the requirements. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer. If no written responses are received at least one (1) day after publication of this special notice, the contract will be awarded without further notice.
