--Intent to negotiate and award a contract on a sole source basis to Massif Mountain Gear LLC, of Ashland, OR

Under the authority of FAR 6.302-1, the United States Army Research, Development & Engineering Command (RDECOM) Contracting Center, Natick Contracting Division, Natick, MA 01760-5011, on behalf of Product Manager Clothing and Individual Equipment (PM-CIE), intends to negotiate and award a contract on a sole source basis to Massif Mountain Gear LLC, of 415 Williamson Way, Suite 1, Ashland, OR 97520, to provide 873 Winter Army Combat shirts with integrated repair patch kit (IPK). These 873 uniforms are needed immediately for evaluation by Soldiers with the 3rd Brigade Combat Team of the 10th Mountain Division out of Fort Drum, New York. These uniforms are needed by March 2009, and Massif is the only firm that can provide this particular garment in the required time frame. PM-CIE has conducted on-going market research to determine if there are any other sources that can meet this immediate requirement in terms of delivery schedule and quality. To date, no one other than Massif has the mature design and material available to meet this immediate requirement. Nothing herein should be misconstrued as a request for proposal.
