Structural Units for Console Operators

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6. This announcement constitutes the only solicitation. This is a notice of intent from the Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, is requiring a contract to support the Atlantic Test Range, Marine Operations Branch, Code 5.3.3 to procure the following items: 1) Custom built two person operator, 2) three person operator console, and single person operator console manufactured by a sole source requirement with Professional Products Inc., 9116 Gaither Rd., Gaithersburg, MD. 20877-1422. Authority of FAR 6.302-1(2). Professional Products Inc. is the only known manufacturer that builds furnishings specifically designed for Mission Control environments. Manufacturer designed and built Mission Control room located at Patuxent River Naval Base, MD. Manufacturer meets and exceeds required Coast Guard American Bureau of Standards requirement for Marine vessels. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." It is likely that the award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Per FAR Part 5.207-13, the proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
