71 -- Trees and Artwork

This notice is issued to obtain commercial sources qualified and interested in providing a commercial item proposal prepared in accordance with Federal Acquisition Regulation Subpart 12.602 for Plants and Artwork. The contractor shall furnish all requested art prints and decorative trees or their equal in accordance with a comprehensive interior design plan to inlude all personnel, vehicles, tools, supplies and equipment required for its installation at Ellsworth AFB, SD. Operations and maintenance shall be in accordance with all applicable federal, state and local laws, regulations, standards, and commercial practices as described in the statement of work. The North American Industry Classification System (NAICS) code for this procurement is 453920 and the small business size standard is $6.5 million (SIC code 5999). The acquisition will be 100% set-aside for small businesses. This will be a firm-fixed priced contract with varing delivery dates beginning 1 March 2007 and ending 15 Setpember 2007. The successful offeror will be selected based on lowest price and delivery schedule, resulting in the best value to the Government. The solicitation will be posted at http://www.eps.gov. . The solicitation may be obtained by downloading through the Electronic Posting System (EPS) (Vendor). Hard copies will not be available. Offerors not already registered in the central contractor registration (CCR) database are highly encouraged to do so by visiting the site, http://www.ccr.gov, or by calling 1-888-227-2423; an offeror must be registered to be eligible for contract award. To be considered, responsive offerors must also be registered Online Representations and Certifications Application (ORCA) at www.bpn.gov before submitting an offer. Only one contract will be awarded. No response to this pre-solicitation is necessary. The solicitation will be issued electronically on or about 10 January 2006.
