Notice of Intent to Sole Source(Posted 1 Feb 08 thru 7 Feb 08) The 10th Mission Support Group, Directorate of Contracting, United States Air Force Academy (USAFA) Colorado, intends to award a single source commercial contract to Legacy Communications Inc. Provide Motorola communications equipment and install equipment in a housing unit to support Combat Survival Training (CST). USAFA currently has a new requirement to support CST communications with land mobile radio (LMR) communications equipment. The requirement is to purchase, install and maintain Motorola equipment. Program, install, and optimize the repeaters, install, tune and optimize an antenna combining system, mounting and grounding the antennas, and constructing and properly grounding the transmission lines. All equipment shall be installed in a mobile housing unit. Equipment and time are critical elements. Equipment must be operational, ready for use and delivered not later than 15 May 2008. USAFAs current LMR communications equipment is Motorola. Motorola has agreements with companies to be a federal frequency Motorola Service Stations (MSS). The MSS procure, install and perform all maintenance and warranty work. The MSS are regionalized and can only perform service in their assigned region. With these limitations a federal frequency authorized local MSS is the only one authorized to procure, install and maintain Motorola equipment. There is currently only one local federal frequency authorized MSS which is Legacy Communication Inc. The cost of work associated with equipment responsibility and warranty issues would not be covered using a non federal frequency Motorola Service Station and is not considered of benefit to the government. The North America Industry Classification System Code [NAICS] is 517210 and the size standard is $1,500.00. All responsible sources may submit a response, which if timely received, will be considered by 10MSG/LGCB. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. Any company that feels they can meet the requirements as stated above without impact to the current operation of the CST mission must submit their technical data (2 pages or less) to support their claim no later than 7 February 2008. The information must explain the companys ability to overcome duplicate correlation and calibration testing and issues with mixing lots. [email protected] 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes.
