NOTICE OF INTENT TO AWARD SOLE SOURCE: Air Force District of Washington Contracting Directorate intends to award a sole source, firm-fixed price contract for the Headquarters Air Force Office of Special Investigations (AFOSI/HQ) to A-T Solutions Incorporation located in Fredericksburg, Virginia using other than full and open competition procedures pursuant to authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This contract will establish A-T Solution's Evidence Collection Management (ECM) Modifications contract for FY14. The applicable NAICS code for this acquisition is 334614. Persons may identify their interest and capability to respond to the requirement. The contractor shall provide non-personal services, which shall include the following: personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and services in performance of the performance work statement (PWS). All items are necessary to perform ECM software upgrades, ECM testing, and one year of maintenance/support for software. ECM is a system that was designed by the FBI for use by their Evidence Recovery Teams. The system was built to support a crime scene investigator and follows the national standards for crime scene processing. Once the decision was made to modify ECM, AFOSI contacted the FBI and confirmed that A-T Solutions has rights to the software and can market the software for sale to non-federal government agencies. Aside from A-T Solutions and the federal government, no other entity has the rights to the software This notice of intent is not a request for competitive quotations. However, the Government will consider all responses received by 12 August 2014 at 1300 Eastern Standard Time. The Government will not be responsible for any cost incurred in preparation of quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement.
