Intent to award a sole source contract to LGS Innovations LLC, a wholly-owned subsidiary of Lucent Government Solutions.

Government is synopsizing its intent to award a sole source contract, pursuant to the authority of 10 U.S.C. 2304(c)(1), to LGS Innovations LLC (LGS), a wholly-owned subsidiary of Lucent Government Solutions to engineer, furnish and install (EF&I) hardware and software including PRI National and Custom Right to Use (RTU) fees to provide additional 56 DS1 trunks at Hickam and 28 DS1 trunks at Schofield JHITS gateway switches. LGS is the only manufacturer of the Lucent 5ESS switches. LGS is the only supplier that can provide the hardware and software needed to expand the JHITS switches to provide increased trunking connections to the JHITS switching network. Additionally, LGS is the sole provider of the required PRI National and Custom RTU license agreement and Government must purchase RTU directly from the supplier. RTU's are not transferable between suppliers. Government must procure RTU from the manufacturer, LGS, for licensing RTU. Without ownership of the RTU, Government will not be able to ensure equipment is properly maintained based on manufacturer's specifications and Government may not be able to obtain necessary software updates without the RTU license agreement. LGS is the only responsible source and no other supplies or services will satisfy agency requirements.
