The United States Special Operations Command (USSOCOM), Tampa, Florida, intends to negotiate a sole-source contract to Science Applications International Corp, (SAIC), 16701 West Bernardo Drive, San Diego, CA 92127, to support the prototype of a hand held chemical vapor detection and identification system (SmallCAD). In 1999 The Technical Support Working Group (TSWG) conducted a call for proposals to address DOD requirements for a hand-held chemical vapor detection and identification system. TSWG selected Science Applications International Corp. through a competitive process to develop a prototype system. This contract will be to provide sustainment, calibration, maintenance, training; etc for the prototype systems, as well as research and development support for hardware and/or software modifications designed to meet USSOCOM user requirements. Once these objectives are met and evaluated, USSOCOM will decide on whether to procure SmallCAD systems. The period of performance for this effort is through December 2003.This requirement will be procured in accordance with FAR 6.302-1. Services may be deemed available only from the original source in the case of a follow-on contract when it is likely that award to any other source would result in substantial duplication of cost and/or unacceptable delays in fulfilling the Governments requirements.
