This is a notice of intent that the United States Special Operations Command (USSOCOM) intends to award an 8(a) sole source to Visual Awareness Technologies and Consulting Inc. 3611 W. Swann Ave, Tampa, FL 33609-4517 for the development and integration of Common DataBase (CDB) 3D targets and terrain models for prototype gaming for one base year period and four (3-month) option periods. This notice is NOT a Request for Proposals (RFP). USSOCOM's requirement is for development and integration of Common DataBase (CDB) 3D targets and terrain models for prototype gaming engine for use by the Technical Support Working Group in an evaluation training exercise. The Contractor (stated above) identified as an 8(a) source for the subject requirement. However, any other responsible vendor believing they have the capability to satisfy the requirement may submit their capabilities (to include technical documentation) to illustrate their expertise and potential to satisfy the requirement. The anticipated date of award is 23 September 2013. The Government will solicit only one responsible source under the authority of 10 U.S.C 2304(c)(5), Authorized or Required by Statute, as implemented by FAR 6.302-5 (b)(4) Sole source awards under the 8(a) Program 15 U.S.C. 637. Only responses from potential sources will be considered. Any responses to this notice must be in writing and delineate how the vendor can meet the requirement identified in the attached J&A. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
