Notice of Intent Sole Source The Defense Commissary Agency Headquarters, Fort Lee, Virginia intends to award a Firm Fixed-Price purchase order for Gigamon Hardware, AHR, Software, and Software Maintenance Support, on a sole source basis to Four, Inc, a Small Business under authority of Federal Acquisition Regulation FAR 13.106-1(b) soliciting from a single source, under which, for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The applicable NAICS code for this requirement is 511210, and the size standard is $41.5M. THE SOLE SOURCE DETERMINATION IS BASED ON URGENCY. The agency must secure these Gigamon products as quickly as possible with the least amount of delay. During market research, multiple authorized resellers were contacted, and Four, Inc provided the best value. DeCA currently has the Gigamon brand cybersecurity tools deployed on the network. This equipment was purchased and installed in 2020. This new requirement is for "expansion" modules for that toolset. These "expansion" modules are required to allow these tools to support DeCA's cloud network infrastructure. That new infrastructure required a bandwidth upgrade. These modules support that upgrade. Gigamon brand cybersecurity tools can only be expanded with Gigamon brand modules. Other vendor's equipment would be inoperable with the Gigamon tools. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. No telephonic inquires will be honored. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. NO SOLICITATION PACKAGE WILL BE ISSUED. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
