THIS SOURCES SOUGHT NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. The Defense Threat Reduction Agency (DTRA) is a combat support and defense agency, charged with the vital national security mission of reducing the threat of weapons of mass destruction (WMD). DTRA is the principal source for the warfighter and other organizations to understand and plan against WMD threats. The purpose of this Sources Sought Notice is to conduct market research to identify new and different concepts, methods and technologies to improve and augment current capabilities to meet DTRA requirements in the field of post-detonation nuclear forensics. DTRA is seeking cutting edge and innovative ideas and approaches to improve timelines, capabilities and confidence levels for the conduct of post-detonation nuclear forensics after a terrorist improvised nuclear device (IND) attack. There are four specific areas in which DTRA is seeking improvement: prompt data collection and analysis; debris sample collection and field screening; laboratory analysis; and data evaluation. The goal is to identify and select projects that can be employed to improve these areas and, therefore, the overall forensics process. Source sought responses shall address either one or more of the four areas discussed above. To assist in framing responses to this notice, scenario and technical nuclear forensics (TNF) functional areas and requirements are provided to all interested parties in Attachment 1. The Government encourages projects that span a wide spectrum of possible technical solutions in response to the specific technology topics. Responses are to be limited to no more than eight (8) pages. Company information should include qualifications and experience in work of this nature, point of contact, phone number, fax number, e-mail address, CAGE Code, DUNS Number, business size, and small business classification (8(a), HUBZone, etc.), if applicable. Once the Government receives and reviews all responses, DTRA may invite a limited number of respondents to present a short, 15 minute brief on their innovative concept and/or technology to a DTRA Workshop Panel at Headquarters, DTRA, Ft. Belvoir, VA on 29 May 2008. The Panel will consist of Government personnel and one advisory and assistance contractor for administrative purposes. The Panel is responsible for discussing the presented technologies and recommend technology paths to DTRA for the nuclear forensics program. Please indicate in the written response whether your company will be available to brief the DTRA Workshop Panel on 29 May 2008. Respondents unable to attend the DTRA Workshop are encouraged to submit a response to this announcement for possible future consideration.
