Notice of Intent to Award a Sole Source Contract to British Medical Journal, to adapt an existing commercially-available platform to deliver training on infectious diseases related to the US Department of Health and Human Services (HHS) and US Department of Agriculture's (USDA) list of Select Agents and Toxins for clinicians in the Cooperative Biological Engagement Program's (CBEP) partner-countries. The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source contract modification to British Medical Journal, for the development and deployment of an effective and sustainable web-based Clinician Training Delivery System (CDS) under the Department of Defense (DoD) Cooperative Biological Engagement Program (CBEP). The British Medical Journal (BMJ) has developed a commercially available platform that provides training to clinical practitioners and specialists in the form of online modules to supplement their existing medical training with the best available, world-renowned, and peer-reviewed clinical data. The current requirement with BMJ is to adapt their existing platform to develop 48 select agents and translate it into Georgian, Azeri and Ukrainian. The additional requirement is for BMJ to translate three (3) differential diagnosis topics into Georgian, Azeri and Ukrainian which will further enable the partner countries ability to diagnose select agents. The period of performance contemplated for this effort is 36 months, with options to be exercised within the 36 month period of performance, to extend no more than 12 months from the date of exercise. DTRA anticipates the total price for this effort will not exceed $9.4M. This requirement will result in a Firm-Fixed Price contract. Interested parties have five (5) days from the date of publication of the Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after five (5) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely with the Government's discretion. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source.
