Notice of Intent to Award Sole Source for Force on Force Estimation and Analysis

The Defense Threat Reduction Agency (DTRA) intends to award a sole source contract to Alion Science and Technology Corporation, 1750 Tysons Boulevard, Suite 1300, McLean, VA 22102, with a period of performance from 4/1/13 to 2/28/14. The Statement of Work (SOW) is attached for the work entitled "Force on Force Estimation and Analysis of KPPs (FREAK)." The intent of this SOW is to provide continuity for performance between the current effort (ending 3/31/13) and a competed effort under DTRA's new CWMD ID/IQ, not yet awarded. Description: The performer will provide modeling and simulation code development, High Level Architecture integration, and event scenario planning and execution in support of J9's comprehensive Real-Time Reachback exercise. This effort will also support TSG J8 operational activities and be fully integrated as an operational component of the staff. This notice is not a request for competitive proposals or a solicitation of offers. However, if a company has reason to believe that it can meet or exceed all the needs of DTRA for this requirement, it may submit documentation to support its claim, i.e., all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by this agency. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procurements. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. The technologies under development for this effort are at a critical phase, and interrupting development and testing due to the period of performance end would result in unacceptable delays and would not be in the best interest of the Government. Telephonic inquiries will not be accepted. The decision not to compete this requirement is within the discretion of the Government.
