High-Resolution Meteorological Modeling and Probabalistic Weather for Atmospheric Transport and Dispersion

Notice Type: Intent to Award a Sole Source Contract The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source cost-plus-fixed-fee contract under the authority of FAR 6.302-1(a)(2), to L-3 Services, Inc., for High-Resolution Meteorological Modeling and Probabilistic Weather for Atmospheric Transport and Dispersion . This acquisition is a logical extension of previous work prerfrmed by L-3 Services, Inc with respect to extending, validating, and maintaining existing weather uncertainty methods for use in the Second-order Closure Integrated Puff (SCIPUFF) model in support of the Joint Effects Model (JEM). In addition, R&D to enhance mesoscale meteorological modeling capabilities for use by atmospheric transport and dispersion (ATD) tools such as JEM and the Hazard Prediction and Assessment Capability (HPAC) will be performed. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, which shall be considered by the agency. Responses received after fifteen (15) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. The Government will not be responsible for any costs incurred in responding to this notice of intent. All doucments submitted will not be returned. A determination not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government.
