Intent to Award a Sole Source Contract for Threat Engineering & Risk and Lethality Engineering

This is a notification that the Missile Defense Agency (MDA) intends to award a sole source, cost-plus-fixed-fee contract under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements. This contract will be awarded to Millennium Engineering and Integration, 2231 Crystal Drive Suite 711, Arlington, VA, 22202, to provide uninterrupted support and continuity within the MDA Engineering Directorate (DE). This effort is currently being performed under contract number HQ0147-11-D-0007 0006 & HQ0147-11-D-0007 0007 which expires on 8 March 2017. The purpose of this effort is to provide digital representation of adversary missiles and flight test targets common across all Ballistic Missile Defense System (BMDS) programs to support BMDS development efforts, testing events, and assessment activities; quantitative assessment of risk at the functional, program, and integrated system level; and, assistance to the Corporate Lethality Program's mission to assure the effectiveness of the BMDS to negate a ballistic missile threat. The associated North American Industry Classification System (NAICS) code for this procurement is 541712 with a size standard of 1,250 employees. The resultant contract for these advisory and assistance services will be for a base period of two months with one, three-month option period. This notice is not a request for proposals. This action will result in a "bridge" contract which is necessary to allow for continuity of critical contractor services until a competitive contract is awarded under the Technical Engineering, Advisory, and Management Support (TEAMS) acquisition strategy. Any information received as a result of this notice will be considered solely for enhancing competition in a future competitive procurement. The Government will not pay for information submitted.
