Special Notice of Intent to Award a Contract Extension on a Sole Source Basis for the Ground-based Midcourse Defense (GMD) Operation and Sustainment

This is a special notice of intent to award a contract extension on a sole source basis in accordance with FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements," to the Boeing Company, Huntsville, Alabama for additional Ground-based Midcourse Defense (GMD) system Operations and Sustainment (O&S) as well as additional Sea-Based X-Band Radar (SBX) O&S. This contract extension is necessary while actions are completed for the planned follow-on competitive acquisitions for both the GMD system and SBX. The purpose of the proposed contract action is to add up to an additional 16.5 months (CY11/CY12) for GMD O&S and twenty-four months for SBX O&S. The GMD O&S requirement will include one 7.5 month performance extension and three, 3 month options to begin 1 January 2011. The SBX O&S requirement will include one 12 month performance extension and two 6 month options. The CY11 effort consists of maintenance, operations, training support, sustaining engineering, and transition/transfer. An extension through CY11 with an option for CY12 is required to support the Navy transition and competitive O&S contract award. The purpose of this action is to ensure GMD O&S support continues until the competitive GMD Development and Sustainment Contract (DSC) can be awarded and the work transitioned from Contract HQ0147-09-C-0007 to DSC, and SBX O&S effort can be transitioned from Contract HQ0147-09-C-0007 to a Navy competitive O&S contract. This special notice of intent to award a contract extension on a sole source basis is neither a request for proposal nor a solicitation for offers. No contract will be awarded on the basis of offers received in response to this notice.
