The Missile Defense Agency's Space Systems program office, Schriever Air Force Base (AFB), Colorado, intends to issue a request for proposal, negotiate and award a sole source contract modification to Northrop Grumman Aerospace Systems (NGAS) with a revised Justification and Approval under the authority of 10 United States Code 2304 (c)(1), as implemented by Federal Acquisition Regulation 6.302-1, titled "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." NGAS has been the prime contractor on STSS-D and its predecessor programs since 1991. The current contract period of performance expires on March 31, 2018. The MDA intends to award the contract modification consisting of the following option periods. Option 1 - April 1, 2018 to March 31, 2019 Option 2 - April 1, 2019 to March 31, 2020 Option 3 - April 1, 2020 to March 31, 2021 Option 4 - April 1, 2021 to March 31, 2022 Option 5 - April 1, 2022 to March 31, 2023 The purpose of this modification is to perform the following requirements: Operate and sustain the STSS-D satellites: The contractor will provide the capabilities and personnel necessary to operate and sustain (i.e. keep the space vehicles and ground system ready to effectively collect and process data) to support government-requested tests. Manage the ground segment: The contractor will provide communications processing, analytical tools, displays, data storage equipment and software necessary to receive and implement taskings from the Missile Defense Agency. The contractor will work with government personnel in the planning of activities while providing command and control of the space and ground segments, data processing and reporting results to stakeholders. There are aspects of this work and of the requirement that are proprietary to the satellite developers. This notice of intent is to determine if there are any prospective sources that can meet agency requirements and this notice is not a request for competitive quotes or proposals. Any responses to this notice must be in writing and must provide clear and concise documentation indicating a prospective source's bona fide capability to provide these services. The government will not reimburse any costs associated to submitting a response to this notice. A determination by the government not to compete this proposed contract modification based on responses to this notice is solely within the discretion of the government.
