The Missile Defense Agency's Space Development Center, Schriever Air Force Base, Colorado intends to negotiate and award a sole source contract modification to Orbital Sciences Corporation, Inc. under the authority of 10 United States Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, titled "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The purpose of the contract modification is to perform the following requirements: 1) On-orbit operations: The contractor will provide on-going NFIRE mission planning, operations, anomaly investigation, and resolution support to the NFIRE operations team. 2) Laser communication terminal (LCT) experiments: The contractor will continue to assist in meeting the objectives of the LCT satellite-to-ground links, low earth orbit (LEO)-to-LEO inter-satellite links and satellite-to-aircraft experiments. The objectives include, but are not limited to, defining the edge parameter of a successful LCT contact and an extended "operation" test to prove the reliability of regular/periodic supports. 3) NFIRE will provide support to MDA's Advanced Remote Sensor Technology program by providing a configurable, maneuverable target signature. This notice of intent is not a request for competitive quotes.
