This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FHF-12-EQUILAR. This procurement is issued as a Request for Quote (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The government anticipates awarding one Firm Fixed Price (FFP) purchase order as a result of this solicitation. The associated North American Industry Classification System Code (NAICS) is 519190 - All Other Information Services. Size Standard $7.0 Million. STATEMENT OF WORK: The Federal Housing Finance Agency (FHFA), Division of Federal Home Loan Bank Regulation (DBR) and Division and Enterprise Regulation (DER) require renewal of the brand name or equal Equilar Subscription Services which is a one source for benchmarking and tracking executive compensation, board compensation, equity grants and award policies and compensation practices. At a minimum, the vendor shall provide the following services: • Proxy data of public and non-public company filings, including the 12 Federal Home Loan Banks (FHLBanks), Fannie Mae and Freddie Mac for at least the past 3 years. • Ability to create custom reports of peer groups based in financial metrics (e.g. asset size, company size), industry, performance factors, and geographical areas. • Ability to produce presentation-ready excel reports. • Research papers on current trends in executive and board compensation policies and practices. • Platform must be compatible with Microsoft Windows XP and Microsoft Windows 7 opearating systems and Internet Exploer version 7 or higher. PERIOD OF PERFORMANCE: The purchase order will be for a one-year base and four one-year options. SCHEDULE: Offerors should complete Attachment 1 and return it with the quote. The offeror shall provide the unit price for EACH item as well as the extended price for the Period of Performance identified above.
