This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is issued as a Request for Proposal (RFP). The RFP documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-59. The government anticipates awarding one Firm Fixed Price (FFP) contract as a result of this RFP. The associated North American Industry Classification System Code (NAICS) is 511210 - Software Publishers . Size Standard $25.0 Million. STATEMENT OF WORK - DISTRESS SALES INDICATORS BACKGROUND: Sales of bank-owned properties and short sales occur at significant discounts relative to other transactions. Price trends reflected in the Federal Housing Finance Agency (FHFA) House Price Index (HPI) and other commonly-referenced real estate price metrics can be substantially influenced by such transaction (collectively known as "distressed sales"). Fluctuations in the share of FHFA's data sample comprised of distressed sales will affect measured price trends. For example, if an unusually large percentage of FHFA's sample is comprised of distressed sales in a given quarter, the price change reported for the quarter, all else equal, will tend to show greater price weakness. Some users of the FHFA HPI have expressed interest in having "distress-free" indexes estimated on data samples that exclude distressed transactions. To satisfy demand for such measures and to further FHFA's understanding of trends in home prices, FHFA has a FY2012 Performance Goal to "develop and publish house price indexes that omit or reduce the influence of distressed sales." To produce such metrics, FHFA has opted to license county recorder data that can be used to identify--and ultimately remove--certain types of distressed sales from the transactions data at its disposal. SCOPE Data - Contractor shall supply under license a dataset comprised of foreclosure-related county records information. To the extent that local foreclosure laws require such filings (or such filings are commonplace), the dataset will show any Notices of Default (NODs), Lis Pendens (LP), Notice of Trustee Sale (NOTS), Notices of Sale (NOS), Notices of Foreclosure Sale (NOFS), Notices of Sheriff Sale (NOSS) and any other indications of homeowner financial distress recorded at the county recorder offices. The specific property addresses associated with these "foreclosure records" will be supplied in the dataset provided. At a minimum, the following fields should be present in the dataset: · Street address · City · State · Zip Code · Filing type (e.g., NOD, Lis Pendens, NOTS, NOS, NOFS, NOSS) · Date of filing Coverage - At a minimum, the dataset shall include foreclosure records for the following Metropolitan Statistical Areas (MSAs)--the "covered areas": --Riverside-San Bernardino-Ontario, CA --Phoenix-Mesa-Glendale, AZ- --M iami-Fort Lauderdale-Pompano Beach, FL --San Francisco-Oakland-Fremont, CA --Tampa-St. Petersburg-Clearwater, FL --Los Angeles-Long Beach-Santa Ana, CA --Detroit-Warren-Livonia, MI --S an Diego-Carlsbad-San Marcos, CA --Chicago-Naperville-Joliet, IL-IN-WI --Atlanta-Sandy Springs-Marietta, GA For each county within these MSAs, the contractor must indicate the "begin date"-i.e., the date after which the dataset reflects a reasonably complete census of foreclosure records filed with the county recorder office. Foreclosure records preferably will be available back to 2005 (and, ideally, earlier). Over the course of the licensing period, updated data reflecting the most recent foreclosure filings shall be provided on a monthly basis. The dataset shall be supplied under a licensing contract that does not prohibit the publication of "distress-free" home price indexes formed using the data. The contract must also permit the release of aggregated statistics calculated using the licensed data. OBJECTIVES - Contractor shall supply the required dataset (with updates) and answer questions about the data in a timely fashion (see "Tasks"). Contractor shall commit to correcting formatting inconsistencies and other correctable data problems within 96 hours. TASKS --The historical foreclosure records will be supplied within 14 calendar days of contract award. A data dictionary must be provided to FHFA to aid interpretation of the historical data. Foreclosure data will be supplied to FHFA in SAS, CSV, or TXT format and will be sent to FHFA on CDs or DVDs. --Monthly updates with be supplied to FHFA on CDs or DVDs and will be provided in the same format as the historical data. -- Contractor will answer any questions about the data within 48 hours and rectify any data-related problems within 96 hours. DELIVERABLES - The historical and updated foreclosure data shall be supplied on CDs or DVDs. Files will be provided in a consistent format (SAS, CSV, or TXT) and with an accompanying data dictionary. PERIOD OF PERFORMANCE - The contract will be for a one-year base and four one-year options, if exercised. SUBMISSION OF PROPOSAL - To be considered for award, please submit proposals electronically to

Proposals shall be submitted in accordance with FAR 52.212-1, Instructions to Offerors - Commercial Items (FEB 2012), and addendum, specified under the section "APPLICABLE CLAUSES". Proposals should consist of the following: (1) Written proposal addressing factors a, b, c and (d) Price (Attachment 1), and (2) a copy of the License Agreement, if any. Government will evaluate the extent to which the proposal demonstrates a clear technical capability and understanding of performing all the Tasks identified in the Scope of Work. The Government will review proposals that satisfy the basic requirements set forth in the Scope of Work (SOW) to include the following: (a) Dataset coverage (including the number of counties covered and the duration of coverate) - A table showing the geographic and historical coverage of the data is to be supplied with the proposal. Detailed coverage information should list the counties for which the foreclosure data will be available and, for each county, the "begin date"-i.e., the date after which the dataset reflects a reasonably complete census of foreclosure records filed with the county recorder. Coverage information should be supplied in electronic format (spreadsheet preferred). Yearly counts should be provided with the proposal showing record counts by county for each the various notice types (e.g., Notices of Default, Lis Pendens, Notices of Trustee Sale, Notices of Sale, Notices of Foreclosure Sale, Notices of Sheriff Sale). (b) Industry knowledge - Background materials evidencing the bidder's knowledge of the industry and data capabilities should be submitted with the proposal. (c) Past Performance - The Government will evaluate recent and relevant past performance of each Vendor. This past performance may include either prime, subcontractor, and/or joint venture partners you consider most relevant in demonstrating your ability to perform the proposed effort. However, you must include at least one reference from the subcontractor if a large portion will be subcontracted. Submit up to three (3) projects performed by the Vendor or subcontractors that demonstrate recent and relevant past performance. Recent is defined as within the last three (3) years from the date of this RFP. Relevant is defined as work similar in complexity and magnitude identified in the work requirements defined in Attachment A. Please include the following information: · Customer Name and Address · Contract Number/Contract Title/Contract Type · Delivery Schedule/Period of Performance · Contract Value · Description of the work performed · Customer Point of Contact (Name, Telephone Number and Address) for Business Manager and Technical Manager · Contracting Officer's name, address, telephone number and email address · Current status, e.g. completed and/or in progress, start and estimated completion dates · Key personnel, please identify those individuals who worked on the relevant project and are also proposed for this effort · A brief narrative of why your firm believes this reference is relevant to the proposed order. Vendors are advised that by submitting a proposal, the FHFA may use any data available in the evaluation of past performance. By submitting a proposal, the Vendor acknowledges that they have received a consent letter from each applicable subcontractor, and/or joint venture partner, authorizing release by FHFA of adverse past performance information to the Vendor, so the Vendor can respond to such information. For each identified effort for a commercial customer (reference), the Vendor also acknowledges by submitting a proposal they have also notified their references in writing that the reference is authorized to release to FHFA any of the Vendor's or proposed subcontractor(s)' past performance information directly to the FHFA. (d) Price (Business Proposal) - Complete Attachment 1 . PAGE LIMITATION - Excluding cover pages, the technical quote (including all non-price factors a, b and c) is limited to seventy-five (75) pages . Paper size shall be 8 ½ X 11-inch white paper with printing on one side only. The font size (typewritten or printed letters) shall be equivalent to 12 point Times New Roman (with the exception of pre-printed product literature). No reduction is permitted except for organization charts, tables, or other graphic illustrations. In those instances where reduction is allowable, Vendors shall ensure that the print is not less than 10 point Times New Roman. Each page shall have text margins of at least one (1) inch on all sides and single line spacing. Header/footer information (which does not include any information to be evaluated) may be included in the margin space. The Vendor's quote shall not exceed the page limitations specified. Pages that exceed the maximum page limitation will not be evaluated. SCHEDULE (Price/Business Proposal) - Offerors should complete Attachment 1 and return it with the proposal. The offeror shall provide the unit price for EACH item as well as the extended price for the Period of Performance identified above. There is no page limitation. BASIS FOR AWARD - A single award will be made to the responsible Vendor submitting an overall proposal that is determined most advantageous to the Government, price and non-price factors considered and whose technical proposal and price represent the best value to the Government. The evaluation factors are stated in descending order of relative importance. Factor a, factor b, and factor c are referred to as technical factors. Technical factors (when combined) are significantly more important than Factor d, Price. As the technical evaluation of proposals approaches equality, price becomes more important in making the award determination. In the event that two or more proposals are determined not to have any substantial technical differences (i.e. are technically equivalent), award may be made to the lower priced proposal. It should be noted that award may be made to other than the lowest priced proposal if the Government determines that a price premium is warranted due to technical merit. The Government may also award to other than the highest technically rated proposal, if the Government determines that a price premium is not warranted. Provision 52.212-3, Offeror Representations and Certifications-Commercial Items (APR 2012) is incorporated.
