DESCRIPTION: MARKET SURVEY AND SOURCES SOUGHT ANNOUNCEMENT (SSN or Notice) FOR A VIDEO BROWSER SYSTEM. The Office of the United States Senate Sergeant at Arms (SAA or Senate) seeks to identify and solicit comments from capable sources of video browser systems with leading edge capabilities to replace the current video browser system built for the Senate and deployed ten (10) years ago. The Senate uses the video browser system to view, edit, and order videos of Senate Floor coverages and hearings, training and other Senate events. THIS IS A REQUEST FOR INFORMATION ONLY. This SSN is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This SSN does not commit the SAA to contract for any supply or service whatsoever. Further, neither the Senate nor SAA seeks proposals at this time; will not accept unsolicited proposals; will not pay for any information or administrative costs incurred in response to this SSN. All costs associated with responding to this SSN will be solely at the interested party's expense. If the SAA releases a request for proposal, it will be synopsized on the Federal Business Opportunities (FBO) website. It is the responsibility of potential Offerors to monitor this website for additional information pertaining to this requirement that may be posted. All requirements listed below are mandatory . This synopsis contains the currently available information and is subject to change at any time. REQUIREMENTS: The requirements for the video browser system are on ATTACHMENT A - VIDEO BROWSER SYSTEM REQUIREMENTS attached to this SSN. An integral purpose of this Sources Sought announcement is to identify and understand what are available in the market for video browser systems that meet the requirements of the Senate set out on aforementioned ATTACHMENT A. There may be more than one product required to provide the full functionalities and all the features of the video browser system sought by the Senate. The product(s) will need to integrate to meet the Senate requirements. A. CAPABILITY STATEMENT Vendors responding to this SSN should provide appropriate capability statements that include the following information: 1. A description of Offeror's video browser system's capability in the capture, storage, search, playback, rough editing and ordering of videos. 2. Outline of Offeror's video browser system's capability to provide the functionalities and features specified on ATTACHMENT A- VIDEO BROWSER SYSTEM REQUIREMENTS. Also, Offeror shall identify functionalities and/or features which their video browser system can not provide or meet and state why. 3. Description of the organization's experience and past performance with large integrations, including any multi-tiered application with a digital asset management core. 4. Outline of how Offeror's video browser system application will be deployed. 5. Description of Offeror's video browser system application's ability to exchange information or communicate with other applications using standard network protocols. 6. A list of current customers of Offeror's video browser system application with similar functionalities and features on ATTACHMENT A. 7. Product list with descriptions, price list, company and product literature of Offeror's video browser system application. Offerors must reference the item number above (1, 2, 3, 4, 5, 6, and 7) which the paragraph and/or sections in their Capability Statement is responding to. In addition, submissions must include: B. Past Performance experience/information for a minimum of three (3) contracts of similar scale, that have been performed during the past three (3) years that involve use of capabilities and products relevant to those necessary for the Senate's requirements, including contract number, customer name, address, and Point Of Contact (POC) email and phone number, and brief synopsis of work performed relevant to the requirements in this SSN. C. Organizational information including (i) company name and address; (ii) Dun and Bradstreet number; and (iii) point of contact name with telephone and e-mail address. The information contained in this Notice will be the only information provided by the Senate during this Sources Sought process. The SAA will not provide answers or respond to questions or comments received with regard to this Notice. All qualified sources should respond to this Notice by submitting an information package in accordance with the instructions provided. Failure to provide the complete information requested in the Notice will result in disqualification of the vendor from further consideration. Offerors responding to this Notice and deemed qualified by the SAA may be requested to submit a proposal in response to a solicitation that may be issued afterwards. Only Offerors who submitted their complete responses to this Notice and deemed qualified by the SAA will be requested to submit their proposals. The SAA will not conduct debriefings on the results of this qualification process. The response shall not exceed twenty-five (25) pages for the Capability Statement (A.), Organizational Information (C.), and Past Performance (limited to 2 pages each, C.). Product and price lists (see A.7. above), company and product brochure/literature are not included in the count. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the email is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor's information. THIS IS NOT A REQUEST FOR PROPOSAL.
