This notice is a combined synopsis/solicitation and Notice of Intent. The Government intends to award a firm fixed price (FFP) contract for a one year satellite capability to track vessels in near real time in order to provide better intransit visibility to the warfighter under the authority of FAR 6.302-1. This will be in accordance with the format in FAR 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Submit quotes on HTC711-09-Q-0180. SDDC and USTRANSCOM require the capability to track vessels in near real-time in order to provide better intransit visibility to the warfighter. Justification: Current tracking capability is based on individual vessel 'pings' to buoys within various locations worldwide. If an area does not have buoys (for example, around Somolia coastline), we do not have visibility of DOD shipments within that area. This service is based on satellite feeds, not buoys, so the data is more complete. Supply of hourly webservice for all vessels in satellite coverage worldwide.
