The United States Coast Guard, Aviation Training Center, Mobile, AL anticipates awarding SOLE SOURCE procurement to Rockwell Collins Inc. for the following: 1. Heavy refurbishment of 2015 projector for HC27 flight simulator. P/N: 37-00202-05 S/N: 107-540-1221 Vendor will provide all labor and parts listed in the Schedule. NAICS Code 811219 applies to this procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Rockwell Collins Inc. will provide this service who is to be awarded the contract because at this time the material and services for this repair require parts and specialty knowledge from the original equipment manufacturer (OEM). Rockwell Collins Inc. is the OEM, sole proprietor, and does not authorize third party manufacturers to procure their parts. Rockwell Collins Inc. is the only known source who can provide this service. They own the manuals, publications, and drawings to which the Coast Guard does not have any rights. No solicitation will be issued, however all responses received on/before 0800 AM CST 26JUL19 will be reviewed by the Government. A determination not to compete this proposed contract based on the responses to this notice is solely within the discretion of the Government.
