Notice of Intent to issue a Sole Source Purchase Order to Dragonfly Eye Limited

Pursuant to Federal Acquisition Regulation (FAR) subpart 13.106-1(b), Soliciting from a single source the U.S. Nuclear Regulatory Commission (NRC), Office of Administration (ADM), intends to issue a sole source purchase order to Dragonfly Eye Limited, 3 More London Riverside, London, United Kingdom under the authority of Federal Acquisition Regulation subpart 13.106-1(b)(1)(i). The NRC proposes to enter into a sole source arrangement with Dragonfly Eye Limited for a web-based research, terrorism tracking and open-source intelligence portal. The objective of this procurement is to better collect, analyze, and monitor information in support of the Security Management and Operations Branch (SMOB’s) safety and security objectives and Intel Liaison - Threat Assessment Branch’s (IL-TAB) Counterintelligence program. The NRC needs an online research, terrorism tracking and open-source intelligence application that provides SMOB and IL-TAB unique access to near real-time intelligence and terrorism assessments for several regions around the world in order to comply with established counter-intelligence practices of assessing regional security prior to the travel of Presidential Appointees, Senior Leadership and NRC employees. This service will also be used to aid in the identification and countering of hostile foreign intelligence agencies. No other company offers Dragonfly’s capabilities, analyst support and real-time briefings. Please see the attached Justification for Other than Full and Open Competition (JOFOC) for reference. The Period of Performance shall be a Base Period from March 28, 2022 through March 27, 2023 and four one-year Option Periods. The total estimated value of this purchase order is approximately $128,000, inclusive of the Base and all Option Periods. The Government intends to solicit and negotiate directly with Dragonfly Eye Limited, and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirements, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirements. Additionally, in order to perform work for the NRC, potential sources must be free of conflict of interest (COI). A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
