The US Army Engineer Research and Development Center (ERDC) - Vicksburg, MS intends to issue a sole source award utilizing Simplified Acquisition Procedures to Illumina, Inc. The applicable North American Industrial Classification System Code (NAICS) code for this procurement is 811219-Other Electronic and Precision Equipment Repair and Maintenance with a size standard of $20.5M. This service contract will include all labor, travel, and parts, reagent replacement upon hardware failures, remote technical support, hardware and software updates, unlimited on-site hardware troubleshooting and repair, at least one preventive maintenance visit, software updates and notifications, and an on-site response time not greater than 5 days. Specific characteristics of the service contract that limit the availability to a sole source are the availability of immediate software and hardware upgrades as developed by the manufacturer and the ability for the provider to offer a replacement if the instrument cannot be repaired. Only this suggested source can furnish the requirements, to the exclusion of other sources, because this is a newly patented instrument and is only manufactured and sold by Illumina, Inc. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
