The U. S. Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1(b)) with PATSNAP (UK) Ltd., Building 11, Chiswick Business Park, 566 Chiswich High Road, London W45YS United Kingdom, as the only responsible source than can provide PATSNAP 1-year subscription for 3 full access subscriptions plus 5 complimentary reader subscriptions (patent database search tool). The tool supports research professionals with conducting queries and mining large quantities of world patent data into actionable market intelligence. The tool also provides a comprehensive user interface with a visual overview of IP data that allows business development, IP teams and R&D professionals to quickly identify where a technology fits within a landscape, identify opportunities that surround the technology and to develop a team most suitable for the projects. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 511210 with a Small Business Size Standard of $41,500,000.00. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. Parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered soley for the purpose of determining whether to conduct a competitive procurement.
