The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) Geotechnical and Structures Laboratory (GSL) has a requirement for MATLAB brand software licenses, toolboxes and renewal products, and intends to issue a new Firm-Fixed-Price (FFP), Blanket Purchase Agreement (BPA) on a sole source basis IAW FAR 13.106-1(b)(1) to The MathWorks, Inc., CAGE: 0C524, 3 Apple Hill Drive, Natick, MA 01760-2098. The MATLAB software licenses and maintenance packages intended for procurement are included in the attached Description of Requirements. MATLAB software products are critical to research being conducted by members of several branches throughout the GSL. The unique software has been validated to be fully interoperable with GSL’s existing MATLAB software. Because of this, it is necessary to have local licenses so that the software can be used on demand, uninterrupted, and on a regular and recurring basis on local machines. MATLAB licenses are available through MATLAB’s publisher, The MathWorks, Inc., which has been identified as the sole provider for all MATLAB maintenance and technical support services. Because of this, The MathWorks, Inc. is the only source that can fulfill the government’s request in its entirety. The intended procurement will be classified under North American Industry Classification System (NAICS) 511210, Software Publishers. The Government intends to procure from only one source under the authority of FAR 13.106-1(b) using simplified acquisition procedures. This notice of intent is for information purposes only. This is not a request for competitive proposals. A solicitation will not be issued. All responsible sources may submit a capability statement, proposal, or quotation by 12:00 PM CST, Tuesday, 14 July 2020 to:
[email protected] . The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. Information received will be considered solely for the purpose to determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice.
