SOURCES SOUGHT NOTICE TINKER AIR FORCE BASE, OKLAHOMA This Sources Sought Notice (SSN) is to inform the business community that the United States Air Force, Tinker Air Force Base (TAFB), Oklahoma is conducting Market Research for the acquisition of internet on-line access to a comprehensive parts and logistics management system that provides linked access to a variety of other associated and required logistics information, as required by several Tinker AFB organizations. This SSN will be used as a "Market Survey Capability Assessment" for a potential future contract. This is NOT a formal notice of solicitation. In accordance with Federal Acquisition Regulation (FAR) 10.001(a)(3)(i), in order to determine if sources capable of satisfying the agency need exists, the Government will consider all SSN responses received, particularly those received from small businesses. Responses to this SSN permits the Contracting Officer, In Accordance With (IAW) FAR 19.203, to consider an acquisition for SB socioeconomic concerns (e.g., Small Disadvantaged Business (SDB), 8(a), Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned SB (SDVOSB), or Woman-Owned SB (WOSB) programs) and to consider a SB set-aside (see 19.502-2). SBs, in all socioeconomic categories, are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Description of Requirement These capabilities include access to the following: 1. Electronic versions of historical military and commercial specifications and standards; 2. Department of Defense (DoD)-adopted, nongovernmental specifications and standards; 3. Commercial specifications and standards; 4. Electronic components databases; 5. Vendor catalogs; 6. Inventory locator capability; 7. Data subscription must be a comprehensive solution providing a single source for on-line access to all of the products, documents and capabilities; 8. The parts and logistics management system is essential to support material/part substitutions, repair SOWs, development of essential waivers for part(s) reprocurement, screening of procurement actions to identify potential sources of supply and competition opportunities for replacement parts, obtain fair and reasonable prices from various vendors, and enable Engineering Laboratories to determine and extend shelf-life of materials, research and develop test methods and limits, and provide process development support to depot maintenance activities. Specified military and commercial specifications and standards are essential to identify technical and safety requirements to support tools and parts procurement; ensure material conformance; respond to contractors' requests for technical clarifications; support Service Level Agreements (SLAs) with System Program Offices (SPOs) and Program Managers (PMs); ensure compliance with Operational Safety, Suitability, and Effectiveness (OSS&E) initiatives and directives; update technical data packages for procurement actions; support locally manufacturing or suitably substituting for essential repair parts, research specifications and standards for material substitutions, first-article testing, and process development, and ensure procurement actions provide items/parts that meet required specifications and standards for maintenance repair, and overhaul of several weapon systems. The applicable North American Industry Classification System (NAICS) code is, 334614, size standard 1,250 employees. General Questionnaire The purpose of this SSN is to conduct a market survey and solicit statements of interest and capabilities from firms capable of providing the required item identified above. Interested vendors must supply information that demonstrates their ability to provide the item mentioned above. Narratives shall include the following: 1. State the full name of your firm to include address, point of contact, point of contact phone number and email address, including Data Universal Numbering System (DUNS) number and Commercial and Government Entity (CAGE) Code. 2. State if your company is a certified 8(a)(and when your certificate expires), Small Disadvantaged Business, HUBZone SB, Woman-Owned SB, Service Disabled Veteran Owned SB, or SB. 3. In the event of a future solicitation, would you bid on this requirement as a sole contractor, prime contractor with subcontractor(s), or as a joint venture? 4. Any other information deemed pertinent that will aid in our assessment of the firm's capabilities. Interested potential contractors shall limit their response to this sources sought notice to a maximum of 5 pages. This SSN is submitted in accordance with 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997). This SSN is for planning purposes only and shall not be construed as a Request for Quote (RFQ), Request for Proposal (RFP), Invitation for Bids (IFB) or as an obligation of the part of the Government to acquire any services. Responses to this sources sought notice shall not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. No solicitation exists and solicitation requests will not be acknowledged. AFSC/PZIOB will not accept unsolicited proposals related to the subject of this SSN.
