Internal Revenue Service (IRS) intends to conduct sole source procurement for its GRB/CALC IVR software manufactured by Government Retirement and Benefits, Inc., Alexandria, VA. The GRB calculation software must be UNIX-based because the existing hardware maintaining the IVR, the database software (Oracle), and the operating system, which stores the employee’s computational data elements, is UNIX. To ensure operability of the system with no interruption of service, the software must utilize identical formatting of the data files, identical UNIX client-server interface with the IVR, identical Oracle table configurations and interact exactly the same as the IVR vendor applications programmer. In addition, every personnel office in the IRS uses the DOS-based version of GRB CALC software supplied by GRB, Inc. to provide federal retirement, social security, and Federal Retirement Thrift Investment Board employee annuity estimates. When employees utilize the Employee Connection system, it is imperative they receive personal and basic benefits information approximating the same information they would receive by calling an Employee Account Representative (EAR) or a Retirement Specialist. This is not a Request for Quote and no solicitation will be publicized. The Government intends to solicited only one source under the authority FAR13.106-1(b). This acquisition is being solicited and awarded in accordance with FAR 13. Interested parties may provide a written response to this Notice, to be received by the IRS by no later than 2:00 P.M. (EST), November 13, 2008. Responses that clearly demonstrate the ability to meet all requirements and that it is more advantageous to the Government will be considered.
