SYNOPSIS: Pre-Solicitation Notice/Notice of RFP for FA8218-19-R-5000 NOTICE OF INTENT TO SOLE SOURCE: This is a pre-solicitation synopsis in accordance with FAR 5.2. This notice also includes information in regard to the Request for Proposal (RFP). This synopsis is prepared in accordance with guidance found in FAR 5.207, and is prepared for the purpose of notifying potential offerors of an upcoming solicitation for service or supplies. The purpose of this synopsis is to provide notice that the United States Air Force intends to solicit, negotiate and award a follow-on, single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 5-year ordering period, one-5 year option to extend the ordering period in accordance with FAR 52.5217-9—Option to Extend the Term of the Contract, and a 6-month option in accordance with FAR 52.217-8 – Option to Extend Services for the Command and Control Switching System (CCSS). This requirement will be solicited, negotiated and awarded on a sole-source basis in accordance with FAR 6.302-1 – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The following contract types will be used to support CCSS requirements: Firm-Fixed Price, Cost Plus Fixed Fee, and Cost-Reimbursable No Fee, which includes all required reports and data. The Government anticipates to solicit, negotiate and award to: Company: The Raytheon Company Address: 7887 Bryan Dairy Rd, Largo FL 33777 Cage Code: 00724 The Agency conducted market research through a sources sought synopsis to determine whether any other sources could provide sustainment capabilities for the CCSS. The Agency determined from market research that the services are deemed to be available only from the original source for the continued sustainment of the existing CCSS equipment. The Government does not possess technical data or source code for the CCSS that would permit full and open competition. To meet the requirements for the highly specialized sustainment services for the CCSS system, the contractor shall have access to the technical data, source code, and equipment along with the capability to maintain the existing CCSS system, which includes, but not limited to: program management, systems engineering, software maintenance, technical support, and logistics support. It is likely that award to any other source would result in: (A) Substantial duplication of costs to the Government that is not expected to be recovered through competition, and (B) Unacceptable delays in fulfilling the agency’s requirements (See 10 U.S.C. 2304 (d)(1)(B)). The anticipated date of award for the proposed contract action is December 2019 with performance beginning in January 2020. The proposed NAICS is 811213 – Communication Equipment Repair and Maintenance, which has a corresponding size standard of $11M. DESCRIPTION: The CCSS serves as the critical component for the Defense Red Switch Network (DRSN). The DRSN is the dedicated secure voice telephone network that provides global, multi-level secure (MLS) voice and voice-conferencing capabilities to top level Government departments and officials as well as NATO allies. The CCSS uses both RED (secure) and BLACK (non-secure) switches to provide an integrated service and delivers high quality secure telephone calls up to the TOP SECRET/Sensitive Compartmented Information (TS/SCI) classification level. End users are provided with a single telephone instrument capable of accessing both networks. The CCSS is the principle system utilized during peacetime and time of war by hosting national-level and worldwide secure conferencing. RESPONSES: All responsible sources may submit a capability statement, proposal or quotation which shall be considered by the Agency. If interested sources anticipate providing a capability statement, proposal or quotation, please include a detailed description/summary of the capability, a Rough Order of Magnitude cost to sustain the current CCSS in accordance with the Performance Work Statement. Interested sources may obtain the Solicitation, Performance Work Statement, and all other attachments for this requirement per FAR 5.207(c)(17) by contacting the point of contacts(s) and providing a valid and current signed DD 2345 form. All requests shall be submitted no later than 10am MT, Wednesday, January 23 2019 , Capability statements, proposals, or quotations shall be submitted electronically to the point of contact(s) no later than 10am MT , Friday, February 22, 2019. NOTES: This notice of intent is not a request for competitive proposals; however, all capability statements and proposals received in accordance with the date stated above will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
