OO-ALC/PZIOC, Hill AFB, Operational Contracting intends to award a Sole Source contract to Perkin Elmer Health Sciences, Inc., for Industrial Wastewater Treatment Plant (IWTP) Laboratory Instrument Maintenance and Repair Services in accordance with FAR Part 12 and 15. The North American Industry Classification System (NAICS) Code is 811219, and the business size standard is $19 Million. Perkin Elmer Health Sciences, Inc. is the original manufacturer for all equipment currently installed and in use at Hill AFB IWTP Lab. As a result of Sources Sought, posted on FBO on 21 Mar 2012, besides Perkin Elmer Health Sciences, Inc., only one response was received. The responding firm was an authorized dealer of Perkin Elmer equipments and was not able to perform more than 50% of the requirement without subcontracting to the OEM, Perkin Elmer Health Sciences, Inc. Therefore, it was determined that no other vendor can fully satisfy this requirement and that Perkin Elmer Health Sciences, Inc. is the only source available due to the proprietary nature of this service. The anticipated contract will be awarded as a firm-fixed price requirement/ "C" type contract. The Period of Performance (POP) for this requirement will be from 7 December 2012 to 6 December, 2017 to include one basic year and four option years. The anticipated award date will be Dec 06, 2012. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and such time until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. This notice is neither a request for quotes nor a solicitation of offers; however, all proposals received within three days after date of publication of this synopsis will be reviewed by the Government for future considerations. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Responses must provide clear and concise documentation indicating a vendor's bona fide capability to provide these required services.
