Presolicitation Notice for Continued IMD Tail Rotor Balance Coefficient Redevelopment

The Naval Air Systems Command (NAVAIR) plans to issue a delivery order under Basic Ordering Agreement (BOA) number N00019-05-G-0022 to Simmonds Precision Product (Goodrich), Inc. (doing business as Goodrich Fuel & Utilities Systems) for Non-Recurring Engineering (NRE) changes to the software associated with the Integrated Maintenance Diagnostics/Health and Usage Monitoring System (IMD HUMS) to give the manufacturer and the maintainer the ability to quickly track and balance the rotor system prior to flight. This requirement will be procured in accordance with the statutory authority permitting other than Full and Open Competition under 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy the agency's requirements. Goodrich is the sole source that possesses the engineering data, technical skills and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics necessary to repair the aforementioned parts. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
