CONGRESSIONAL AND NEWS INFORMATION SERVICES

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number HM0177-13-T-0014 is issued as a request for quote (RFQ) and is included at Attachment 1. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66. The NAICS code is 519130. The National Geospatial-Intelligence Agency (NGA) intends to acquire an online subscription service for legislative news, database, tracking and analysis services in accordance with the capabilities identified in the Statement of Work (SOW) at Attachment 2. The contractor shall be required to provide all of the minimum requirements listed in the SOW. The base period of performance is twelve (12) months with four optional periods of 12 months each. The Government anticipates award of a Firm Fixed Price contract as a result of this solicitation. The following provisions apply to this acquisition: 1) FAR 52.212-1, Instructions to Offerors-- Commercial, 2) FAR 52.212-2, Evaluation-Commercial Items, 3) FAR 52.212-4, Contract Terms and Conditions--Commercial Item, 4) FAR 52.212-5, Contract Term and Conditions Required to Implement Statutes or Executive Orders-- Commercial Items and 5) All other provisions and clauses included in Attachment 1.
