Services to provide a host server to maintain web-based, keyword searchable, security enhanced websites and database for the SBIR/STTR Program.

The Missile Defense Agency (MDA) intends to issue a sole source purchase order to Rackspace US, Inc., to provide a host server to maintain web-based, keyword searchable, security enhanced websites and database for the MDA Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Program, which ensures that small businesses are a significant part of MDA’s research and development efforts. Rackspace US, Inc., is currently performing this service as a subcontractor under a federal government contract which will expire on 30 September 2010. This service is highly specialized and must continue uninterrupted after expiration of the prime contract on 30 September 2010. Therefore, MDA intends to award a sole-source contract to Rackspace US, Inc., for the continuation of the host server requirement. The website portal, currently hosted by Rackspace US, Inc., allows access to all of the accumulated MDA SBIR and STTR research topics and proposals, as well as associated historical information, which are housed in the host server’s database. Failure to have total access to this database will adversely affect the mission of this program, since all pertinent data, proposals, and proposal evaluation tools are kept there. The host server and hosted database meet all applicable MDA and DoD information assurance requirements. The downtime required for another company to obtain the necessary certifications and assurances would cause an unacceptable interruption in the program’s ability to access the data. To establish and configure the underlying hardware and software architecture that Rackspace US, Inc., has already established could reasonably take years. It would, therefore, take significant time to migrate the website and database to another host. Any disruptions attributed to awarding this requirement to another company providing the same type of service would cause irreparable degradation to the mission. Contract award is expected on or about 1 October 2010. The anticipated NAICS code is 517919, size standard $25.0M. This notice of intent is not a request for competitive proposals; however, responses received by 12:00 p.m. Central Standard Time on 22 September 2010 will be reviewed and considered. No formal solicitation package is available. A determination by the government not to compete this proposed contract is solely within the discretion of the government.
