Analytical Support to the Missile Defense Agency Engineering Quick Reaction Team

The Missile Defense Agency (MDA) intends to issue a sole source services contract pursuant to FAR 6.302-1 to SAIC to provide analysis support to the Director of Engineering's Quick Reaction Team using the WILMA Suite of software models. The WILMA Suite provides a quick-turn, architecture-level analysis capability for the Ballistic Missile Defense System (BMDS) that MDA leadership uses to inform the White House, Congress and DoD. Access to the WILMA Suite is required to maintain continuity with prior BMDS performance analyses and to avoid disruption of critical analytical support. Part of the application of the WILMA Suite requires it to evolve as the factors in the scenarios change. Portions of the models that make up the WILMA Suite are proprietary to SAIC. Anticipate awarding a one year contract with four, one-year options. Contract award is expected in mid-June 2011. Presuming the government exercises all four options, the estimated value of this contract is $19.5M. This notice of intent to award a contract on a sole source basis is neither a request for proposal nor a solicitation for offers. No contract will be awarded on the basis of offers received in response to this notice. A determination by the government not to compete this proposed contract action is solely within the discretion of the government. Information received will be considered solely for planning purposes for a future competitive procurement. Responsible sources may submit a capability statement, via e-mail to the Primary Point of Contact, which shall be considered by the agency if received prior to 1:00 PM Eastern Time on 24 March 2011. The government will not be responsible for any costs incurred in responding to this notice.
